Program Background
Project Blue Book was a UFO investigation program led by the United States Air Force, operating from 1952 to 1969. It was the third and final official UFO investigation program by the U.S. Air Force, following Project Sign (1947) and Project Grudge (1949).
Leadership
The program was founded and led by Air Force Captain Edward J. Ruppelt, who also coined the term “UFO” (replacing the then-popular term “flying saucer”).
Investigation Results
- Total Cases: 12,618
- Unexplained: 701 (approximately 5.6%)
- Explained: 11,917 (including aircraft, balloons, satellites, birds, etc.)
Notable Unsolved Cases
Lubbock Lights (1951)
Mysterious V-shaped lights appeared over Lubbock, Texas, which the Air Force could not explain.
Levelland Case (1957)
Multiple drivers in Levelland, Texas, reported a giant luminous object causing car engines and headlights to fail.
1965 Exeter Incident
A large red flashing object appeared in Exeter, New Hampshire, witnessed by multiple police officers.
University of Colorado Report
In 1966, the Air Force commissioned the University of Colorado to conduct an independent evaluation, led by Dr. Edward Condon. The Condon Report, released in 1968, concluded: “In the past 21 years of UFO research, there is no evidence that the UFO phenomenon poses a threat to national security.”
This report became the primary basis for the Air Force’s termination of Project Blue Book in 1969.
Controversy
Although most cases in Blue Book had conventional explanations, critics pointed out:
- The Air Force deliberately downplayed unexplained cases
- Some “explained” cases had far-fetched explanations
- Truly sensitive cases may never have been submitted to Blue Book from the start
Archive Status
All files from Project Blue Book have been declassified and are stored at the U.S. National Archives, where researchers can freely access them.
